Dymally Seeks Equal Opportunity Revisions in Civil Service Act

Assemblyman Mervyn Dymally has introduced AB 124, legislation to require each state agency to establish an equal opportunity program to assure that state policy in providing equal access to state jobs based on merit and non-discrimination is implemented.

The State Personnel Board would be required to conduct specified activities such as the collection of specific employment data based on race, ethnicity and gender.

“The State Personnel Board was mandated to develop affirmative action and non-discrimination programs,” said Assemblyman Dymally. “Proposition 209 eliminated affirmative action, but it did not free the State from its obligation to address non-discrimination; enforcement of the Unruh Act and regulations of the State Personnel Board.”

Assemblyman Dymally mentioned reports made to him of “downright racism, and high levels of insensitivity” in some departments and agencies of the government. “California is not Texas or Mississippi, but there are people in some departments that don’t care very much about Californians of different race, ethnicity and culture,” he said.

State policy is to provide equal access to state jobs, work assignment, training, and other employment-related opportunities for all qualified job applicants and employees, based on merit and non-discrimination in every aspect of personnel policies and employment practices.

AB 124 seeks to assure that the policy is fully implemented.
